Desktop apps divide cleanly by this, and the division survives contact with the code: it decides the routing, the state scopes, and which template you start from.
Atlas Desktop has three templates and they map onto these three answers exactly. Start at the smallest one that fits — each template's AGENTS.md says what to add when it outgrows itself, and the thing you add is the next template.
